HMRC United Kingdom Strengthened Tax Rewards Programme
His Majesty’s Revenue and Customs (HMRC) in the United Kingdom has launched a tax rewards programme that will pay substantial sums to individuals who help recover unpaid UK tax pounds.

Purpose
In November 2025, HMRC launched a “Strengthened Reward Scheme” for reporting serious tax avoidance or evasion, under which individuals can receive a financial award for helping the UK recover unpaid taxes. The new programme strengthens and expands HMRC’s pre-existing reward programme, which remains in effect for smaller matters that do not meet the requirements of the new programme.
HMRC’s tax rewards programme is part of a broader crackdown on economic crime in the United Kingdom and aims to close the UK’s multi-billion-pound tax gap, which HMRC estimated to be £46.8 billion in the 2023 – 2024 tax year alone. As former Exchequer Secretary to the Treasury James Murray MP explained, “[e]very pound of tax uncollected puts a greater burden on honest taxpayers and deprives [UK] public services of vital funding.”
Although HMRC’s Rewards Scheme uses the word “informant” rather than “whistleblower,” it is modeled on the successful IRS Whistleblower Program in the United States, which enables people with information about tax fraud to help the government recover money that should have been paid under the tax laws, and share in a portion of the recovery.
HMRC’s tax rewards programme is extremely exciting news for the UK, with the potential to bring in substantial amounts of revenue from tax evaders. It also will aid in the constant battle against cross-border economic crime. The programme is also good news for individuals who have knowledge of serious tax underpayments to the UK, because it provides a vehicle for reporting this information to HMRC with the potential to receive a reward for doing so. Indeed, the potential for the tax reward programme is substantial when one considers the number and types of taxes HMRC collects, which include: income tax, corporation tax, capital gains tax, inheritance tax, insurance premium tax, stamp tax, land and petroleum revenue taxes, environmental taxes, Value Added Tax (VAT), and customs and excise duties.
